UK Legal Notice: E-Bike and E-Scooter Use
Thank you for considering an e-bike or e-scooter from WheelTrek. It’s important to understand the legal requirements in the UK to ensure your safety and compliance with the law. Please be aware of the current regulations before using your e-bike or e-scooter.
Classification as an EAPC
To be classified as an Electrically Assisted Pedal Cycle (EAPC) in the UK, an e-bike must meet the following requirements:
- It must have pedals that can be used to propel the bike.
- The motor must not exceed a maximum power output of 250 watts.
- The motor must not assist once the bike reaches 15.5 mph (25 km/h).
E-bikes that meet these criteria are legal to use without a licence, insurance, or vehicle tax.
Riding Requirements
- You must be at least 14 years old to ride an EAPC.
- No licence, insurance, or vehicle tax is required for EAPC riders.
Enjoy your ride with ease, knowing you’re compliant with the legal requirements.
Where You Can Ride
EAPCs are permitted on public roads, cycle paths, and any area where regular bicycles are allowed.
However, they cannot be used on pavements or pedestrian-
Always ride responsibly and ensure you’re within legal boundaries
EAPC Identification
Your e-bike must display either the manufacturer’s name and power output or a sticker showing compliance with EAPC regulations. This ensures your e-bike meets the necessary legal requirements for safe and legal use.
E-Scooters: Key Legal Points
For privately owned e-scooters in the UK:
- It is illegal to use privately owned e-scooters on public roads, pavements, cycle lanes, or pedestrian areas.
- They can only be used on private land with the landowner’s permission.
Rental E-Scooters
The UK government is running e-scooter rental trials in select locations.
Riders must:
- Be at least 16 years old
- Hold at least a provisional driving licence
- Follow local regulations on where e-scooters can be ridden (typically cycle lanes and roads)
Rental e-scooters are insured by the operator, ensuring coverage during use.
Helmets and Safety
While wearing a helmet is recommended, it is not a legal requirement. Riders should always adhere to local speed limits and follow safety guidelines to ensure a safe and enjoyable ride.
Penalties for Non-Compliance
Using a privately owned e-scooter in restricted areas or riding an e-bike that does not meet EAPC standards may result in:
- Fixed penalty notices
- Points added to your driving licence
- Fines for operating an uninsured or unlicensed vehicle

The UK government is currently considering updates to legislation regarding e-scooters and other personal electric transport devices. We recommend staying informed about any changes that could impact your ability to ride legally.
